Background & Job Description

The United Nations Educational, Scientific and Cultural Organization (UNESCO) plays a global leadership role in promoting education, cultural exchange, and sustainable development. Globally, more than 267 million young people aged 15–24 are not in education, employment, or training (NEET). To address this urgent challenge, TVET helps youth and adults acquire the knowledge, competencies, and values needed to secure decent work and contribute meaningfully to sustainable and inclusive societies.

UNESCO’s Strategy for TVET 2022–2029 aligns with the Sustainable Development Goals (SDG4 and SDG8), which aim to ensure lifelong learning, decent work, and economic growth. Within this framework, the UNESCO Regional Office for South Asia is implementing the 2025–2029 South Asia Regional Support Strategy, strengthening TVET systems while promoting digital and green economies.

As part of this effort, UNESCO is seeking to hire a National Consultant in India for a three-month assignment (October–December 2025). The consultant will be based in New Delhi and will work under the supervision of the Programme Specialist (Education) and the Chief of the Education Sector.

This consultancy has two main focus areas:

  1. Designing and delivering online AI and digital tool trainings for vocational education master trainers and teachers.
  2. Coordinating and documenting a South Sudan knowledge exchange journey in New Delhi.

This position is open exclusively to Indian nationals with extensive experience in TVET, teacher training, and digital education tools.


Tasks

The consultant will be responsible for implementing UNESCO’s TVET capacity-building activities within a defined timeframe of 40 working days (October–December 2025). Duties include:

1. Design and Delivery of Online AI & Digital Tool Training

  • Develop and co-facilitate six one-hour online training sessions on AI and digital education tools for vocational master trainers and teachers.
  • Coordinate with Global Skills Academy partners and government officials to finalize themes, structure, and delivery methods.
  • Engage participants through email, video conferencing, and interactive platforms to maximize learning impact.
  • Collect and analyze pre- and post-training feedback to evaluate outcomes and improve subsequent sessions.
  • Submit detailed training reports for each completed session.

2. South-South Knowledge Exchange – South Sudan Delegation (Delhi, November 2025)

  • Organize logistical arrangements including travel, accommodation, local transport, and scheduling of meetings.
  • Facilitate coordination between the South Sudan delegation, Indian host institutions, ministries, training providers, and industry partners.
  • Prepare briefing materials and background documents for delegates ahead of engagements.
  • Document discussions, key learnings, and outcomes.
  • Produce a comprehensive post-exchange report with actionable recommendations for applying lessons in South Sudan’s context.

3. Communications & Reporting

  • Develop an impact story highlighting the knowledge exchange experience, to be published on UNESCO’s website and social media channels.
  • Contribute to communication strategies that showcase progress in digital skills and TVET.

4. Other Responsibilities

  • Undertake additional tasks assigned by the Director of the UNESCO South Asia Regional Office, Chief of Education, or Programme Specialist.
  • Ensure quality, timely delivery, and alignment with UNESCO’s safeguarding and ethical standards.

Qualifications

Education

  • Advanced university degree (Master’s or above) in Education, TVET, Skills Development, or related fields.

Experience

  • Minimum 7 years of progressive experience in vocational education and teacher training.
  • Proven expertise in digital and AI-based education tools for teacher capacity building.
  • Experience in government-to-government engagement and policy research on skills development.
  • Strong track record in training design, delivery, and assessment.

Skills & Competencies

  • Excellent oral and written communication skills in English; working knowledge of Hindi is required.
  • Strong analytical, conceptual, and report-writing abilities.
  • Capacity to work under pressure and deliver results within short timelines.
  • Flexibility to engage across cultural, social, and professional contexts.
  • Proficiency in digital productivity tools such as MS Office, Zoom, MS Teams, and Skype.

Desirable Qualifications

  • Prior experience with a UN organization.
  • Knowledge of another UN working language.
  • Familiarity with international cooperation frameworks and South-South collaboration.

Duration & Location

  • Contract covers 40 working days between 1 October and 31 December 2025.
  • Duty station: New Delhi, India.

Deliverables

  • Six training reports (by 3 December 2025).
  • Comprehensive knowledge exchange report and one impact story (by 10 December 2025).
